There is hereby established in the office of the director of Financial and Management Services a fund to be known as the "landscape commission fund," into which shall be placed all moneys which may be donated to the city of Vancouver by private persons, corporations or organizations to assist in the landscaping, beautification and improvement of all city-owned property, including but not limited to street rights-of-way, and to encourage the landscaping and beautification of all property within the city of Vancouver and environs which purposes are hereby expressly declared to be municipal purposes.
