There is created in the department of finance a fund designated the "waterfront improvement fund" into which there shall be paid from time to time such moneys as the council budgets or appropriates for improvements to city-owned waterfront properties or any other such project deemed advisable by the council and the sum of twenty-eight thousand six hundred twenty dollars, heretofore budgeted for the purpose at Section 1523 of the Miscellaneous Section of the 1968 Budget is ordered to be transferred and paid into the fund.
