There is established in the department of finance a new fund designated the "revenue sharing trust fund." All moneys which the city receives from the federal government under the State and Local Fiscal Assistance Act of 1972 shall be paid into the fund as they are received. Moneys in the fund may be budgeted for any purposes appropriate under such legislation or may be appropriated by ordinance for such a purpose or may be transferred to an appropriate budgeted purpose by resolution.
