Beginning in 1977 the city council each year shall by budget and/or appropriating ordinance pay into the capital improvements fund moneys from those received by the city from the federal government as general revenue sharing moneys. The amount to be thus paid shall be the maximum amount which council finds is available therefore from such revenue sharing moneys and which are not immediately needed for other city purposes. (Ord.
