There is established in the city treasury a fund to be known as the celebrate freedom fund from which shall be paid city expenses associated with the Congressional Medal of Honor Society Convention and similar patriotic events, such as the 1992 bicentennial celebration of the Columbia River. All moneys received by the city as donations to help pay expenses of such events shall be paid into the fund and be used for the purposes of such donations in connection with such event. Such fund shall be supported only by moneys donated to the city for such events or purposes, or moneys may be transferred thereto from the tourism fund upon a finding by the director of Financial and Management Services that a certain expenditure can be properly paid therefrom consistent with RCW 67.28.210.
