Judicially imposed fines, fees, charges, program payments and other costs associated with violations of law, where the obligation cannot be viewed as voluntary and the debt incurred is separate and distinct from the type of debt otherwise due the city may only be written off by the Clark County District court pursuant to procedures for write-off of bad debt developed by the court and approved by the city under the terms of an interlocal agreement.
