Nothing herein shall prevent the city from pursuing collection of any or all portion of any accounts which have been cancelled or written off the city’s books pursuant to this chapter, except where prior settlement of such accounts has extinguished the liability of the debtor. Such collection efforts may include, but are not limited to employing collection agencies of recognized competence and repute for the purpose of attempting to collect through assignment thereto.
