The purpose of this chapter is to establish a predictable and functional uniform policy and procedure governing disposition of real property that is surplus to the needs of the City and where such disposition provides the City a reasonable return. Nothing in this chapter shall be read to limit the legislative discretion of the City Council to control City-owned real property, or to require the City to dispose of City-owned real property or to limit the power of the city of Vancouver to dispose of City-owned real property as the interests of the City may require.
