Any person violating or failing to comply with any of the provisions of this chapter or any lawful rule or regulation adopted by the Director of Financial & Management Services pursuant thereto, upon conviction thereof, shall be punished by a fine in any sum not to exceed one thousand dollars, or by imprisonment for a term not exceeding ninety days, or by both such fine and imprisonment.
