It is unlawful for any person to operate, manage or hold open to the public any pool or billiard table or tables in any commercial or business establishment or any "billiard parlor," as herein defined, without having first secured a license to do so. Such license shall be personal to the person, partnership or corporation to which issued and shall not be transferred to any other person, partnership or corporation except as follows: The licensee and party to whom the license is proposed to be transferred shall each sign an application for such transfer and shall submit the application and a fee equal to the annual fee therefore to the city clerk. The clerk shall thereupon forward such application to the building department and police department in the same manner as original applications are processed under Section 5.16.040. If, based upon such reports the clerk denies such transfer the proposed transferee shall have the same right to appeal to the city council as is provided for denials of original applications. (Ord.
