There are hereby designated two classes of "billiard parlors," which classes are defined herein:

1. "Class A billiard parlor" is any tavern, bar or cigar store from which minors are excluded in which one or more billiard or pool tables are held open to the public for use, for any charge or without any charge.

2. "Class B billiard parlor" is any commercial or business premises, other than those specified in the definition of Class A billiard parlor, in which one or more billiard or pool tables are held open to the public for use, for any charge or without any charge. (Ord. M-1154 §2, 1970)
