In every Class B billiard parlor there shall be a responsible adult on duty at all times the parlor is open for business who shall have the responsibility to maintain order, to prevent disorderly conduct and language, and to assure that the provisions of this chapter are observed and that the operation is kept suitable for family activities and that the premises are kept clean and in compliance with all health and other regulations.
