An application for a special event permit is deemed completed when the applicant has paid the Special Event application and permit fees, and provided all of the information required in VMC 5.17.110, including any additional information required by the responsible official, and where City services are to be provided, the application has been approved by any involved City department, the city manager, other governmental agency, and the City Council, if required. Notwithstanding the responsible official’s acceptance of a completed application, the date of the event shall not be considered confirmed and the city shall not be responsible for any costs incurred by an applicant for planning or promoting an event by reason of denial or revocation of a special event permit.
