The following words and phrases for the purpose of this chapter shall have the following meanings: "Carnival" means any traveling show and includes every such show which involves amusement rides to which members of the public are invited and includes rides and similar activities set up in parking lots or shopping centers as part of any advertising or trade stimulation program; "Applicant" means the person, corporation or organization proposing to operate a carnival and includes the person signing any application for a license pursuant to this chapter; "Conduct or to conduct," means and includes to establish, set up, maintain, exhibit, participate in, or carry on; "Licensee" means the holder of any license issued pursuant to this chapter.
