There is hereby levied and there shall be collected in advance, an annual license fee in the sum of four hundred fifty dollars against every person, firm or corporation furnishing the opportunity to dance in connection with the operation of an establishment for the dispensing of alcoholic beverages for consumption on the premises under a Class "H" Liquor License, as defined by the laws of the state of Washington. This chapter shall not be construed as imposing a license fee upon the sale or privilege of selling beer, wine or any other intoxicating liquor, but rather as imposing a license fee solely upon the business or privilege of furnishing the opportunity to dance in connection therewith. The license fee shall be for the calendar year in which issued, or for any part thereof, and each applicant shall pay the full license fee for the current calendar year, or balance thereof, for which such application is made at the time of applying for such license.
