It is unlawful for any person, firm or corporation to engage in the business of selling, hawking or peddling popcorn, candy, ice cream, chewing gum, peanuts or similar wares from any vehicle in any street, alley or public way of the city of Vancouver without having first complied with the terms of this chapter.
