Any person, firm or corporation owning, operating, maintaining, or in charge, possession or control of any outdoor advertising structure or billboard within the corporate limits of the city of Vancouver, who neglects or refuses to comply with the provisions of this chapter or who erects, constructs or maintains any outdoor advertising structure or billboard that does not comply with the provisions of this chapter shall upon conviction thereof be fined not less than twenty-five dollars and not more than two hundred dollars for each offense and shall immediately upon notice from the city council remove or rebuild the structure which violates the provisions of this chapter.
