There is adopted by the city of Vancouver, for the purpose of establishing rules and regulations for the consumption of liquor and for the purpose of better liquor establishment policing and control, RCW Title 66, including the Washington State Liquor Act together with all additions and amendments thereto which may be now or hereafter passed, adopted, promulgated and printed by the state of Washington, of which not less than three copies have been and now are filed in the office of the city clerk of the city of Vancouver, and same are adopted and incorporated as fully as if set out at length herein, and from and after the date of passage and publication of this chapter the provisions thereof shall be controlling as to alcoholic beverage control within the city of Vancouver.
