Every keeper of a junk shop or operator of a junk wagon shall provide and keep a book in which shall be plainly written in ink and in the English language, at the time of every purchase of any junk, a description of the articles purchased, the name and residence of the person or persons from whom such purchase was made, and the day and hour of such purchase; the seller of the property shall sign his own name and address on the book kept by the junk dealer, and such book shall at all times be open to the inspection of the chief of police, sheriff, or any police officer or other officer of the city of Vancouver, or the state of Washington.
