The term "secondhand goods" whenever used in this chapter shall be held and construed to mean and include any and all used or secondhand goods purchased or kept for sale by a dealer in secondhand goods; provided, however, that such term shall not be construed to include the business of operating a public garage, a shop for the repair of motor vehicles, a boat repair shop, or the business of dealing used or secondhand motor vehicle or boats or used parts or accessories thereof.
