It shall be the duty of every secondhand dealer to maintain at his place of business a permanent record in which shall be written in ink in the English language at the time of any transaction the date of the transaction, the name of the person conducting the same, the printed name, written signature and address of the person with whom the transaction is had, the address of the place from which the property was bought, including serial numbers of all articles so marked and any inscriptions or other identifying marks, and an itemized statement of the price or amount paid for the property purchased.
