No dealer in secondhand goods shall purchase or receive such goods from any person under the influence of intoxicating liquor, from any person under the age of twenty-one years, from any habitual drunkard, from any person who is known to him to be a thief or receiver of stolen property, or any person whom he has reason to believe or suspect to be such a person.
