In the event a pawnbroking business licensed pursuant to this chapter is sold in its entirety to another person, the license for such business may be transferred to the new owner; provided that the prospective transferee is found by the city clerk, upon investigation and recommendation by the chief of police, to otherwise meet the standards for issuance of a pawnbroker license pursuant to this chapter. The city clerk shall be deemed to have approved the sale and license transfer unless within thirty days of written notice by the parties to the city clerk of proposed sale and transfer, the chief gives written notice to the parties of objection to the sale, along with the reasons therefore; provided that the city clerk may by written notice to the parties extend the transfer review period for an additional sixty (60) days. A pawnbroking license which is attempted to be transferred without such advance notice to the city clerk shall be deemed revoked. A denial of license transfer may be appealed pursuant to the procedures set forth in VMC Section 5.48.070. (Ord. M-3728 §8, 2005; Ord. M-3258 §1 (part), 1996)
