No pawnbroker shall sell, remove or permit to be removed from his place of business for any purpose whatsoever, any property which may have been bought or received in pledge within two working days from the date of property, nor shall he permit the property to be redeemed by or returned to the owner of the property within the two-day period. No pawnbroker shall remove or permit to be removed from his place of business any property received in pledge for a period of thirty calendar days from the date of receipt of the property, except when redeemed by, or returned to the owner of the property. Property shall be at all times during the ordinary course of business be open to inspection by the chief of police, any City of Vancouver police officer, or any commissioned law enforcement officer of the State of Washington or any of its political subdivisions.
