The following rules shall apply to operation of all premises which have been licensed under this chapter and the chief of police shall have authority to revoke or suspend the license of any panorama premises which fails to remain in conformity with the following requirements:

A. The interior of every panorama station at all times shall be visible from a continuous main aisle and shall not be obscured by any curtain, door, wall, or other enclosure; provided, there may be an opaque door or other barrier which does not obscure the space between the floor and a point forty-two inches above the floor.

B. The licensee shall never permit any doors to public areas on the premises to be locked during business hours except in compliance with the applicable provisions of the Uniform Building Code, Uniform Fire Code and National Fire Protection Association Code.

C. The licensee at all times shall maintain illumination generally distributed in all parts of the premises available for use by the public, in compliance with the applicable provisions of the Uniform Building Code, Uniform Fire Code and National Fire Protection Association Code, at all times when the premises are open or when the public is permitted to enter and remain therein. In addition, except during actual showing of films in adult theaters, overhead lighting fixtures of sufficient intensity to illuminate every place within all of the interior of the premises to which customers are permitted access shall be at an illumination of not less than twenty-five foot candle as measured at floor level.

D. The licensee never shall allow more than one person to occupy a panorama station at any time, and at all times shall have at least four public notices to this effect conspicuously posted and maintained on the panorama premises.

E. No officer or employee of the licensee shall cause to be installed any warning device or permit to be made any warnings to patrons of the arrival or pending arrival of police officers or inspectors.

F. No openings shall be allowed to exist or to remain between the common walls of viewing booths.

G. No person under the age of eighteen shall be knowingly allowed to remain on the premises of any establishment licensed under this chapter.

H. The licensee shall not wilfully allow anyone to violate VMC Section 8A.12.170 on the premises.

I. No one shall operate a panorama premises during any period that person’s license has been suspended, other than while an appeal is pending as provided in this chapter.

J. The exterior of the premises shall be so arranged that passersby on the public street do not see any of the goods for sale in the store, and there shall be no exterior advertising except the name of the premises and words to describe the premises, such as "adult video," or "adult books."

K. If the premises contain an "adult movie theater" as herein defined, chairs shall be provided for each person admitted to such theater and all applicable regulations of Section 5.53.090 shall apply to conduct in such theater. (Ord. M-3068 §10, 1993)
