Any person, firm or organization intending to display for use any punchboard and/or pulltab in the city of Vancouver as authorized by Chapter 218, Laws of Wash., 1st Ex. Sess., 1973, and further amended by Sections 3 and 4 of Ch. 394, Laws of Wash., 1997, and who is thus subject to the tax imposed herein shall, prior to the commencement of such activity, file with the city director of Financial and Management Services a sworn declaration of intent to conduct such activity, together with a copy of the license issued therefore by the Washington State Gambling Commission under such statute as amended by Ch. 41, Laws of Wash., 2nd Ex. Sess., 1973. No fee shall be charged for such filing and such is not for purposes of regulation but for purposes of tax administration. Any failure to file shall not affect tax liability. (Ord.
