The purpose of this chapter is to prevent harm to the health and safety of the public, promote the public health, safety and general welfare by providing for consistent, reliable and safe solid waste and recyclables collection service in the city and to provide for efficient and effective gathering of statistics and information to evaluate solid waste and recycling practices and performance in the city.
