Licensees shall not collect any garbage or solid waste as defined in Chapter 6.12 VMC. They shall collect only source-separated recyclable materials, for the purposes of recycling or reuse as defined in Section 5.62.001; provided, that the collection and disposal of solid waste as defined in Section 5.62.001 as a de minimis part of source-separated recyclable materials shall not be a violation of this section. The licensee is responsible for collecting and transporting materials for recycling. The licensee shall ensure that all collected recyclables are delivered to a processor or broker of recyclable materials or to an end market. The licensee shall be prohibited from delivering or causing to be delivered any collected recyclable materials for disposal at a landfill or incinerator.

Recyclable materials that are collected as such shall be reused, remanufactured into usable products and/or marketed for any use other than landfill disposal, incineration, or fiber-based fuels. Source-separated wood waste which has limited use for recycling may be used for fuel; provided it is separated from nonrecyclable materials before collection and transport. (Ord. M-3207 §7, 1995)
