It shall be unlawful for any person to conduct a racing news agency in the city of Vancouver without first having paid the license tax herein provided for and having obtained a receipt therefore. Any person who refuses or fails to comply with the provisions of this chapter shall be guilty of a misdemeanor, and upon conviction thereof shall be punished by a fine of not more than one hundred dollars or by imprisonment for not more than thirty days, or by both such fine and imprisonment.
