It is unlawful for any person to drive or operate a tow truck within the city without first obtaining and having in effect a valid and current tow truck operator license under the provisions of this chapter; provided, that the provisions of this chapter shall not prevent an unlicensed person from driving or operating a tow truck for a tow truck service under the proviso in Section 5.86.020 of this chapter.
