A. It is unlawful for anyone to dump or dispose of solid waste, garbage, or recyclables upon any street, alley or other publicly owned property unless expressly authorized by the department of public works for special collection programs or upon any private property not owned by such person unless expressly authorized by the owner of the property and meeting the requirements of solid waste handling as specified in the Clark County solid waste management plan, Clark County Code Chapter 24.12 (Solid Waste Management), and Chapter 173-350 WAC (Solid Waste Handling Standards).

B. Solid waste produced on premises may not be burned or buried on such premises anywhere within the city limits. Under special circumstances, such as handling of debris from a disaster, burning may be allowable so long as the time, place and manner thereof comply with all regulations of the Southwest Washington Air Pollution Control Authority.
