Every person conducting, maintaining or having charge of any hospital, on receiving any patient at such hospital who cannot be identified or who is suffering from poisoning, physical injury or trauma, shall immediately upon admittance of such person and before release, report the information required in the preceding section to the police department, and any authorized representative of the police or health departments may visit such patient.
