Any criminal penalties, civil penalties, redemption fees or costs of abatement are personal obligations of the animal owner or custodian or facility owner. There is a rebuttable presumption that one is an animal owner if one has applied to license or register the animal, that one is the animal's custodian if the animal is in one's possession, and that one is the owner of a facility if one has applied to license the facility.
