The city council may pursuant to contract for shelter services designate one or more custodians of animals impounded pursuant to this title. The designated animal custodian shall follow the provisions of this chapter and other city ordinances relating to animal control and shall be subject to all the terms and conditions of such ordinances and to the terms and conditions of the contracts which have been or in the future will be executed with the City of Vancouver.
