After November 14, 1973, any person who is found to be drunk in public and unable to properly care for himself, but who is apparently guilty of no other crime, shall be taken into custody by the police or other authorized persons and shall be taken by them to a receiving center established by the Clark County council on alcoholism and which center is to meet all state standards for facilities and operation as would be required if Ch. 122, Laws of Washington 1972, were already in effect.
