It shall be the responsibility of the owner and/or tenant of any premises on which a burglary and/or robbery alarm is maintained to obtain an alarm permit as required by this chapter within thirty days of installation of such alarm and to pay the alarm permit fee therefore.

Applications for alarm permit renewals and bills for alarm permit fees shall be sent to permit holders annually in the month prior to expiration of such permits; provided, that it shall be the obligation of permit holders and owner and/or tenants on whose premises alarms are maintained to renew permits and to pay permit fees within thirty days of expiration of a permit.
