The chief of police shall appoint and receive recommendations from an alarm advisory committee the membership of which may include providers and consumers of alarm services; law enforcement personnel; and such other members as may be appropriate to provide broad input concerning reduction of false alarms. The chief shall provide an annual report to the manager and city council concerning the implementation and effectiveness of this chapter and including any recommendations by the alarm advisory committee for amendments to the chapter.
