This chapter shall be administered by an administrator who shall be the city manager or designate. As an alternative, the city council may designate an administrator to enforce and administer this chapter pursuant to an interlocal agreement with another unit of local government. Any designated administrator shall comply with and follow the provisions of this chapter and other applicable city ordinances. The administrator may promulgate rules and regulations to aid in its administration. This provision shall not be construed to abrogate or limit the jurisdiction of the Vancouver police department to enforce any provisions of this chapter or of any other city ordinances by any lawful means.
