Pursuant to the authority granted by statute, and specifically by RCW 35.22.280, the city council provides for the protection of all persons and property against the use of railroads in the city of Vancouver in the following manner:

Upon it appearing to the council that a dangerous condition exists at any railroad street crossing it may, by resolution, require any or all of the following:

1. Erection or removal of mechanical signal devices;

2. Erection of crossing signals of a type designated by council;

3. A human flagman to be present to signal the approach or passage of any trains;

4. The establishment of a speed limit; provided, that any speed limit so imposed shall not apply to or regulate any passenger train, and no passenger train operator shall be required to install such signals or signal devices or to provide such flagman. (Ord. M-2831 §1, 1989: Ord. M-302 §1, 1956)
