The operator of any vehicle entering upon any arterial highway or entering upon any dangerous street intersection from any other public highway or private way shall come to a complete stop before entering such arterial highway, or such dangerous intersection, when stop signs are erected as provided by law, and, where a stop by vehicles is required, the drivers thereof shall yield the right-of-way to vehicles on the intersecting street.
