At any time when the theater adjacent to any theater zone is not open to the public such theater zone shall be used as a loading zone and shall be subject to the provisions of Section 9.60.060. At any time when any such theater is open to the public, such theater zone shall not be used for the loading or unloading of merchandise and no person shall stop, stand or park any vehicle therein except temporarily for the loading and unloading of persons. At all other times when any such theater is not open to the public and when the provisions of Section 9.60.060 do not apply, such zone shall be for general use under the parking regulations applicable to the district in which it is located.
