The traffic engineer may establish along the curb in any street near the municipal building, the fire stations, other city buildings and installations and at such other places as may be reasonably necessary, restricted parking zones for the purpose of facilitating the work of the police, fire and other departments of the city. The traffic engineer may also establish the hours of use and other special regulations for such zones and provide for the posting of notice thereof. Such zones shall be reserved primarily for the use of vehicles owned by the city, but the traffic engineer may provide for use of such zones by vehicles of others who are actually engaged in city business.
