The traffic engineer may establish along the curb of any street as may be reasonably necessary, restricted parking zones for the purpose of facilitating the work of the county officials. Such zones shall be reserved primarily for the use of county owned and operated vehicles, but the traffic engineer may provide for use of such zones by vehicles of others who are actually engaged in county business.
