The operator of a vehicle involved in an accident resulting in injury or death to a dog or other animal shall immediately stop the vehicle at or as near to the scene of the accident as possible, and return thereto, and shall give to the owner or other competent person having custody of the animal the name and address of the operator of the vehicle and the registration number of the vehicle involved in the accident, and shall further make report of such accident as in the case of other accidents upon the public highways. And, if the owner or such competent person having custody of the animal is not present at the scene of the accident, the operator of the vehicle shall take reasonable steps to locate the owner or custodian of the animal, and supply the information hereinabove required to be given. If the animal is injured to the extent that it requires immediate medical attention, and there is no owner or custodian present to look after it, the operator of the vehicle shall immediately notify the police department. In the event the animal is badly hurt and is suffering and the owner of the animal cannot be found, any member of the police department is authorized, in his discretion, to kill the animal and dispose of the body.
