No utility service provider or other entity that desires to locate utility facilities on City property may locate such facilities or equipment on City property unless granted permission through a facilities lease or other agreement with the City. The City reserves the sole discretion to lease City property for utility facilities, and no vested or other right is created by this chapter or any other provision of this code that is applicable to such facilities.
