This ordinance regulates certain activities within the public right-of-way of the City of Vancouver in the interests of public health, safety, and welfare. The ordinance also provides for the fees, charges, and procedures required to administer the regulatory process. Construction activity in the right-of-way is regulated by Chapter 11.90. (Ord.
