A. The purpose of this code is to establish the minimum requirements consistent with nationally recognized good practice for providing a reasonable level of life safety and property protection from the hazards of fire, explosion or dangerous conditions in new and existing buildings, structures and premises and to provide safety to fire fighters and emergency responders during emergency operations.

B. Low Impact Development. No requirement of this title shall be interpreted or applied in such a way as to impose a barrier to Low Impact Development. All requirements of this Title that have an effect on use of Low Impact Development may be met using functionally equivalent Low Impact Development practices as specified in the 2012 Phase II NPDES MS4 Permit, the Western Washington Stormwater Manual, and the City of Vancouver Stormwater/LID General Specifications.
