A. Zone 1: bounded by 13th Street, Broadway, the north line of 8th Street and Washington Street with extensions to include the following areas:

B. Zone 1A: bounded by the north line of 8th Street, 5th Street, Broadway and Washington Street south of 8th Street but including also the parking spaces on the south side of 6th Street between Washington and Columbia Streets and the parking spaces on the west side of Washington between 5th and 6th Streets;

C. Zone 2: bounded by 15th Street, 5th Street, Columbia Street, "C" Street north to 8th Street and the east line of "C" Street north to 15th Street excluding those portions of 11th Street, 13th Street, Evergreen Boulevard and Washington Street included in Zones 1 and 1A;

D. Zone 3: bounded by the I-5 Freeway, on the east, the Columbia River on the south, the north line of 16th Street, Broadway between the north line of 16th Street and the north line of 17th Street, the north line of 17th Street between Broadway and Main Streets, Main Street, the north side of 16th to Columbia, the first two parking spaces on the south side of 16th Street, west of Columbia Street, the three parking spaces on the east side of Daniels north of 16th Street, 16th Street, the east line of Harney Street, the north line of Mill Plain Boulevard to the railroad right-of-way, then south following the railroad right-of-way to the Columbia River, except those areas covered by Zones 1, 1A, 2, 4, and Zone 5 as described in this section.

E. Zone 4: (Government District) bounded by West Mill Plain Blvd., to the north, West 8th St. and West Evergreen Blvd. to the south, Columbia St. and Harney St. to the east, and the railroad right-of-way to the west.

F. Zone 5: (Uptown Village District) bounded by Fourth Plain Boulevard on the north, the centerline of Columbia Street between Fourth Plain and 24th Street, the centerline of 24th Street to a point 250 feet more or less west of Main Street, then south to the centerline of 19th Street to a point about 250 feet west of Main Street, then following the centerline of 19th Street to the centerline of Columbia Street to the north line of 16th Street, then following the north line of 16th Street east to the centerline of Main Street, then north following the centerline of Main Street to the north line of 17th Street, then following the north line of 17th Street east to the centerline of Broadway, then following the centerline of Broadway south to the north side of 16th Street, then following the north side of 16th Street east to the centerline of C Street, then following the centerline of C Street north to the south side of McLoughlin Boulevard, then following the south side of McLoughlin Boulevard to the east side of E Street, then following the east side of E Street to the north side of 17th Street, then following the north side of F Street east to the west side of F Street, then following the west side of 17th Street south to the north side of 16th Street, then following the north side of 16th Street to Interstate 5 right-of-way, then following the Interstate 5 right-of-way line north to the centerline of McLoughlin Boulevard, then following the centerline of McLoughlin Boulevard to the centerline of G Street, then following the centerline of G Street to a point 150 feet more or less north of McLoughlin Boulevard, then west to a point 150 feet more or less north of McLoughlin Boulevard and about 150 feet more or less west of C Street, then north to the centerline of 22nd Street 100 feet more or less west of C Street, then following the centerline of 22nd Street east to a point about 50 feet more or less west of C Street, then north 150 feet more or less north of 22nd Street, then west 50 feet more or less, then north to Fourth Plain Boulevard at a point about 150 feet west of C Street.
