The Parks and Recreation Commission shall, in cooperation with staff, provide high level oversight and policy recommendations to the City Council through the City Manager or designate in the following areas:

1. Development of the Comprehensive Parks, Trails, Open Space and Recreation Plan, policies and standards for the community for a twenty-year period;

2. Adoption or revision of the Comprehensive Parks, Trails, Open Space and Recreation plan;

3. Specialized studies and analyses regarding the standards or systems of providing parks, trails, open space and recreation to residents and visitors;

4. Priorities for acquisition of land and/or facilities to implement the goals and policies of the Comprehensive Parks, Trails, Open Space and Recreation Plan;

5. Priorities for recreational programs to best serve the residents of the community, consistent with the goals and policies in the Comprehensive Parks, Trails, Open Space and Recreation Plan. Such priorities should include plans for utilization of all available parks, playgrounds and recreational facilities.

6. Priorities for funding in the biennial City budget to implement the adopted Comprehensive Plan goals and policies and respond to the needs and demands of the community;

7. Cost recovery philosophy and fees charged to parks, trails, or recreation program users, with regard to fairness and equitable treatment of all residents;

8. Serve as members and representatives of the City on any regional or specialized parks and recreation advisory commissions or committees when appointed by the Mayor and approved by City Council; and

9. Guidance and support in any fund development efforts including grant applications and facility sponsorships. (Ord. M-4070, 2014; Ord. M-3452, 1999)
