The City of Vancouver may appropriate moneys to conduct a park and recreational program hereunder; may receive from lawful sources by contribution, gift, or otherwise for park and recreation purposes; and may take and hold by purchase, gift, devise, or otherwise such real and personal property as may be used for recreation and park purposes.
